- Dr. Harleen Quinzel/Harley Quinn: A brilliant psychiatrist with a bubbly demeanor. Dr. Harleen Quinzel hides her sinister alter ego, Harley Quinn, who dispenses twisted justice to her elite clientele.
- Commissioner Jim Gordon: Nearing retirement, the former beat cop is hired to maintain the corrupt status quo. However, Gordon’s integrity brings him into conflict with Gotham’s dirty cops and politicians, as well as the enigmatic vigilante Batman.
